To give you a little more contect on this they are part of a Marker Buoy, this flots in the water with a nylon cord that runs down to a chain that leads down to a mushroom anchor (must of the time since this is the most common used in the waters around me) from here the boat can be hooked on and sit as if parked in the watter. This is all part of a mooring bouy which are what most boats hick up to to find rest for the day, or night. There are some that are set up that are free for anyone to use and others that are owned by people, clubs, or the state.

Just a little contect on the objects. Marker buoy's tend to break free after awhile and driffet around since they are made of fibber glass.
